William (Bill) Nethercott

WIlliam (Bill) Nethercott
William Nethercott serves as President and Chief Executive Officer of Legacy Bancorp and Chief Executive Officer of Legacy Bank. A resident of the Temecula/Murrieta area, he brings more than 40 years of community banking experience, including service as President and CEO of two community banks in Northern California. Prior to his current role, he led the commercial real estate lending group at Farmers & Merchants Bank of Long Beach, focusing on portfolio growth across Santa Barbara and Ventura Counties. His expertise includes commercial and industrial lending, real estate finance, deposit generation, and executive management. William holds a Bachelor of Science in Business Administration with a concentration in Finance from San Diego State University and attended California Polytechnic State University, San Luis Obispo, where he was awarded a baseball scholarship.

Mike Vantrease
Mike Vantrease is a seasoned leader, accomplished public speaker, and skilled facilitator with over four decades of dedicated service in diverse leadership positions within the financial services industry. In his most recent role as the Executive Vice President and Chief Administrative Officer of a prominent community bank in Southern California, overseeing $1.3 billion in assets, Mike demonstrated his expertise in human resources, client services, operations, and facility management.
With a collaborative and dynamic approach, coupled with strategic vision, Mike excels in developing individuals and teams, enabling them to effectively execute key actions aligned with organizational goals and objectives. He is a distinguished graduate of the Consumer Bankers Association Executive Management School and holds certifications as a facilitator in the Myers-Briggs Type Indicator, Tracom's Social Styles, and the Center for Creative Leadership 360 Assessments.
Mike has played a pivotal role in designing and delivering organizational effectiveness programs, focusing on employee engagement and leadership development. Beyond his professional endeavors, Mike actively engages in community service, serving on the Board of Directors for the Pacific Chorale. He has also contributed his expertise to esteemed organizations like Goodwill of Southern California and Junior Achievement through his board and volunteer service. Additionally, Mike serves as the Leadership Board Chair and Worship Assistant at the Laguna Beach United Methodist Church.
Mike finds joy in his personal life, residing in Laguna Niguel with his life partner of 16 years. Together, they have established a nurturing home that reflects their shared values and commitment to making a positive impact in their community.
Dinna Pamintuan

Dinna Pamintuan
Dinna Pamintuan, currently the Chief Credit Officer and Executive Vice President, has been an integral part of the bank since its inception. In early 2023, she was appointed as the CRA Officer. With over a decade of experience in the banking industry, Dinna started her career at a small community bank and subsequently held leadership positions at Citizens Business Bank, Community Bank, Plaza Bank, Lehman Brothers, and Citibank N.A. During the 2008 financial crisis, she also had the opportunity to work on FDIC receivership projects. Dinna graduated Cum Laude with a Bachelor's degree in Business Administration, majoring in Accounting.
Rachna Singh

Rachna Singh
Rachna Singh is an accomplished financial executive and former bank Chief Financial Officer with more than 20 years of leadership experience across banking, SaaS, manufacturing, and private equity sectors. She has held senior finance roles in federally regulated and public institutions ranging from $500 million to $5 billion in assets, with expertise in FDIC, OCC, and SEC compliance, asset/liability management, CECL, and capital strategy. Rachna previously served as CFO and Controller for Pan American Bank (Fresno, CA), where she led a successful turnaround and strengthened capital and liquidity frameworks. Her earlier experience includes financial and risk management roles with Central Valley Community Bank, Westamerica Bank, and Bank of America. She holds an M.B.A. in Accounting from the University of Phoenix, a B.S. in Business Management from California State University, Fresno, and an Accounting Certificate from UC Berkeley Extension. Rachna is currently pursuing the Certified Management Accountant (CMA) designation.

Mike Vanderpool
Since the inception of Bancorp, Mike Vanderpool has held the position of Chair of the Board of the Bank, and also served as a Director. Before that, he was the President and Chief Operating Officer, as well as a founding Director, of Security Bank of California in Riverside. His extensive experience includes senior management positions at City National Bank, Riverside National Bank, and Security Pacific National Bank. Beyond his professional achievements, he is an active community member and serves on several boards, including the University Health Systems Foundation (Riverside County Regional Medical Center), the Greater Riverside Chambers of Commerce, and as Chairman of the Catholic Foundation and Catholic Education Foundation of the Diocese of San Bernardino.
James D. Hicken
With over four decades of experience in the banking industry, James Hicken is a seasoned leader who has been integral to the inception and growth of Bancorp and the Bank. He currently holds the positions of President, Chief Executive Officer, and Board member at both institutions. Before joining Bancorp and the Bank, James served as President and Chief Executive Officer of Bank of Santa Clarita, State Bank of India (California), and Frontier Bank. With his extensive knowledge and experience, James is a valuable asset to Bancorp and the Bank. He is committed to fostering a culture of excellence and providing exceptional customer service while focusing on long-term success and sustainability.
Becky Flores
Becky Flores has been an instrumental member of the Boards of Bancorp and the Bank since their inception. She brings with her a wealth of experience in serving on various boards and committees on behalf of the Soboba Tribe. Currently serving as Vice-Chairwoman of the Soboba Economic Development Corporation (having previously served as the inaugural Chairwoman), Becky has also held positions on a multitude of other committees and boards, including the Casino, Constitution, Credit, Election, Enrollment, California Native Tobacco Company, Gaming Commission, Housing, and Riverside-San Bernardino Indian Health. Becky's extensive involvement in the community and her commitment to the Soboba Tribe make her a valuable member of the Bancorp and Bank Boards. She brings a unique perspective and deep understanding of the community's needs and values, which helps guide decision-making processes.
Geneva Mojado
Geneva Mojado has been a member of the Board of Bancorp and the Bank's Director from the beginning. Currently, she holds the position of Vice Chair of the Tribal Council. Throughout her tenure, she has served the Tribe in multiple roles, including as a Director of the Soboba Economic Development Corporation, the Soboba Foundation, and the Noli School Board. She has also served as Secretary and Treasurer of the Tribal Council. Alongside her elected positions, she has worked as a health educator at Riverside-San Bernadino Indian Health.
James Jones
James Jones has been an esteemed member of the Bancorp and Bank Boards since their inception. He is a Principal of Carpenter & Company, where he advises banks and other financial institutions and serves as a Managing Partner of the Carpenter Community BancFund. With his vast experience in the banking industry, James has also served as a director of several banking companies, including Plaza Bancorp, Manhattan Bancorp, Professional Business Bank, and California General Bank, NA. James's extensive knowledge and expertise in the banking and financial sectors make him an invaluable member of the Bancorp and Bank Boards. He remains committed to providing strategic insights and innovative solutions that enable institutions to navigate challenges and continue to thrive.
Koka Lakshman
Koka Lakshman has been a member of the Boards of Bancorp and the Bank since their establishment. He currently holds the position of Chief Executive Officer at SJ Medical Group/Dr. Koka and Associates and is a healthcare provider in the San Jacinto Valley. Additionally, he serves as Chief Financial Officer of Tablemation Solutions, Inc., an IT and Robotic integration company based in Riverside. Besides his professional endeavors, Koka is also deeply involved in his community. He holds several positions, including Director and former Vice Chair of the Soboba Economic Development Corporation, President of Hemet/San Jacinto Fuller Center for Housing (previously known as Habitat for Humanity), and former Chair of the Board of Hemet San Jacinto Valley Chamber of Commerce. He is actively engaged in various other organizations, including Mount San Jacinto Community College, University Health Systems Foundation (Riverside County Regional Medical Center), Hemet San Jacinto Valley Exchange Club, and as Treasurer of the California Inland Empire District Export Council, a position he was appointed to by the US Secretary of Commerce.
